In conclusion I venture to add that, in my opinion, all questions as to the remaining provisions made or omitted by Rule No. 29 of the Grant-in-Aid Scheme regarding Building Grants might fairly be dealt with, as all questions surrounding the proposed Trust Deed, by reference to the (Imperial) Code of Minutes.
